He was born in Adana in 1960. He is a medical doctor. He took his first photographs in 1975. 1976 received its first exhibition and award.

In 1978, at the age of eighteen, he became the youngest founder of Adana Photography Amateurs Association (AFAD). In the period prior to federation Ulukan was the General Secretary of Photography Associations in Turkey (FDÇK).

He opened his own atelier under the name of FOTOGRAFYA in 1998 and turned it into an art association in 2001. In FIAP’s General Assembly in Budapest ,2005 where the participation of Turkey to FIAP he was officially represented Turkey.

He is still the Chairman of the Board of FOTOGRAFYA (Photography and Cinema Art Association) and an Honorary Member of AFAD, of which he is the founder. EFIAP and GPU Hermes, CR2 with titles, plus GPU Representative in Turkey.

2004-2005 TFSF Board Member, 2005-2007 TFSF Board Member, 2017-2019 TFSF Board Member. He is the Chairman of the Board of TFSF 2019 - 2021.
